IHCDA’s work is done in partnership with developers, lenders, investors, and nonprofit organizations that use our financing to serve low- and moderate-income Hoosiers. Weatherization Assistance Program provides comprehensive weatherization services to low-income households. Activities may include, but are not limited to: furnace and water heater health and safety evaluation, repair and/or replacement; insulation of the attic, sidewalks, or other uninsulated areas; and measured, and cost effective air sealing of the structure. Services are designed to reduce energy consumption and utility costs for heating low-income homes.

The Indiana Economic Development Corporation (IEDC) responds quickly to help businesses locate, grow and thrive in Indiana. The State of Indiana’s lead economic development agency, the IEDC oversees Indiana’s statewide business attraction and development efforts, coordinates state programs and incentives for companies looking to grow in Indiana, and provides technical assistance, business expertise and funding to Indiana entrepreneurs and high-tech start-ups.

Competitive Grant Funding Opportunities

The Governor has asked Secretary of Commerce and CEO of the Indiana Economic Development Corporation (IEDC) Mitch Roob to work with local communities, not for profits, colleges and universities both public and private, and state agencies to ensure that Indiana is competing for as many of these  grants as possible and that the projects submitted are as strong as possible.

Applications are now available for a wide range of competitive grants made available through the American Recovery and Reinvestment Act. This page will serve as a one-stop resource for small businesses, local governments and other entities seeking competitive grants administered by the federal government.

American Recovery and Reinvestment Act

The American Recovery and Reinvestment Act became law on February 17, 2009. Congress and President Obama have decided to commit $787 billion in spending and tax relief in hopes of stimulating the economy and creating jobs.
Mayor Ballard is working diligently with federal and state government agencies along with our congressional delegation to allocate the stimulus money in the best interests of our community

Energy Efficiency and Conservation Block Grant (EECBG) program

sustainindyIndianapolis is eligible to receive $8,032,300 over the next two years as part of the Energy Efficiency and Conservation Block Grant (EECBG) program from the U.S. Department of Energy. The formula grants are part of a $3.2 billion investment in energy efficiency and conservation projects funded by the American Recovery and Reinvestment Act.

Energy audits and retrofits of buildings, renewable energy projects and green roofs, are examples of sustainability projects that could launch soon as a result of federal stimulus dollars heading to Indianapolis, and the City’s Office of Sustainability is seeking public input to determine more specifically how the funding should be prioritized.

Other activities eligible for use of grant funds include transportation programs that conserve energy, projects to reduce and capture methane and other greenhouse gas emissions from landfills, renewable energy installations on government buildings, energy efficient traffic signals and street lights, deployment of Combined Heat and Power and district heating and cooling systems, the development and implementation of advanced building codes and inspections, and the creation of financial incentive programs for energy efficiency improvements.

The City’s application for EECBG funds is due June 25th, 2009.  In preparation for this deadline, the City is proposing the following projects, which comply with the funding guidelines provided in the funding announcement:
* Bike Lanes-funding of future segments of the SustainIndy BikeWays Plan.
* Building Retrofits-energy retrofits of city-owned and operated facilities, including the City County Building.
* Renewable Energy Generation- potential projects include installation of solar and wind powered street lights, wind turbines and solar panels at city facilities.
* Green Building Fund-establishment of a no interest loan program for qualified green projects in the private sector, including non-profits.
* LED Traffic Signals-conversion of the City’s remaining conventional traffic signals to energy efficient LED technology.
* Green Roofs-installation of green roofs at City facilities
